Property Details


The subject property comprises 11 titles with 15 location and has frontages to Fifth and Sixth Streets and the Harvey River.


The land is positioned on the north west fringe of the Harvey townsite, where properties generally having an area of some 4 hectares. Larger rural properties are generally located further west of the subject.


Harvey is a large agricultural country town positioned some 120 kilometres south of Perth on the South Western Highway. The predominant land uses within Harvey comprise orchards (predominantly oranges), cattle grazing (dairy), horticulture and in more recent years viticulture.


Our enquiries with the Shire of Harvey indicated the current shire population to be in the order of 21,317 people, in which an estimated 2,825 people live within the townsite. (2006 Census)


Zoning/Planning


Enquiries with the Shire of Harvey indicate the land is zoned "Intensive Farming" under existing Town Planning Scheme No 1.


A Council representative advises that there are no outstanding planning issues in relation to the property. At the time the vineyard was established planning consent was historically not required for the development of such crops.


Reference to the Shire of Harvey "Intensive Farming" use table indicates that viticulture/horticulture is an AA or discretionary use under this zoning. Minimum requirements are land area of 0.5 hectares with 40 metre road frontage and 7.5 metre setback. The subject property would appear to conform with these requirements. Subdivision below 4 hectares will no be approved for the various lots.

Vineyard


The vineyard has been appropriately constructed to an above average standard and is therefore well suited to the particular use. Water throughout the vineyard is supplied from the Harvey Water Irrigation Scheme.


The water is gravity fed to a pump house from where it is distributed across the property in zones as required.


The pump house incorporates three pumps, which we are advised is a significant over specifications for the property and therefore provides good backup in the event of pump failure.


Soil Quality


The property is described as being part of the Guildford formation with heavy loams to clays.


From inspection the land was found to be flat and throughout the site, subsoil and open drains have been installed to address potential water logging.


Improvements


The principal improvement erected upon the property is a vineyard. Buildings erected upon the land are associated with a former dairy.


Administration Building (Former Dairy)


Construction of the original improvements comprises concrete slab footings and flooring, brick elevations and an iron roof.


Attached to the western side of the building is an addition providing an administrative office and crib room. Construction of this addition is concrete flooring, fibro walls and an iron roof.


The original dairy component of the building is utilised for storage, a workshop and an open sided storage area. Total building area is some 177sqm.


Detached from the dairy is a chemical store having an area of some 29sqm. Construction comprises concrete flooring with bunding to the central chemical storage area, brick walls and an iron roof. Power is connected and the chemical store has security doors.


Detached from the main dairy is an old open sided machinery shed having an area of some 60sqm.


Water


A water supply agreement, TWE2259, provides an allocation of 167 megalitres. Access to the water is through a shareholding in Harvey Water. Only land holders in the irrigation precinct are entitled to hold shares.


Rainfall


The average rainfall for the district is approximately 965mm per annum based on the Bureau of Meteorology records for the Wokalup/Harvey district.


Services


Electricity is available to the property. Fifth Road is bitumen sealed whilst Sixth Road is partially bitumen sealed and partially an unsealed gravel road.
